City Council Agenda Item 1.3 Public Employee Discipline/Dismissal/Release

A personnel matter has been added to the closed session agenda for the City Council meeting this Tuesday, January 14, 2020 at 4:00pm. City personnel matters are subjects for closed session. Public report of closed session action shall be made by the City Attorney as warranted. But it begs the question, who is this “public employee”?

January 10, 2020 at 10:23 pmCan only be 1 of 4 people who are under the direct oversight of the Council from my understanding of the City Charter: the City Manager, the City Attorney, the Clerk, or the Treasurer. My bet’s on the guy in this video: https://www.youtube.com/watch?v=fSfj6W6p-zQ .

“City Manager John Russo, Proposed Irvine’s Municipal Code which requires City Council approval of appointing, removing, promoting, or demoting city officers, be changed to authorize him to take such actions without City Council approval unless City Council indicates they with to be included in the decision.”
Which means, the only employee who is under the direct hiring and firing by the City Council is City Manager John Russo.
