City Council Regular Meeting – October 24, 2023

The meeting will occur at 4:00 p.m. on Tuesday, October 24th in the Irvine City Council Chambers.

Here are some highlights of some of the Agenda Items

Agenda Item 3.6 –  Jamboree Road At Alton Parkway Pedestrian Bridge (Jamboree North Of Interstate 405)

The City Council is addressing the Jamboree Road at Alton Parkway pedestrian bridge, specifically its location north of Interstate 405. The first pedestrian bridge on Jamboree Road, crossing Jamboree Road at Michelson

Drive, is in the final design stages. Three more bridges were planned north of the I-405.

Agenda Item 3.7 – Second Reading And Adoption Of Ordinance No. 23-21 Approving Zone Change. Approving Development Agreements On Lots 103 And 106 Of Planning Area 33 (Irvine Spectrum Center)

The City Council is considering several ordinances and development agreements related to the Irvine Spectrum Center, including a zone change and development standards amendments, and development agreements for residential projects on Lot 103 and Lot 106, all filed by the Irvine Company.

Agenda Item 4.1Consideration Of A Request By Vice Mayor Kim For Discussion And Direction Regarding Charter Amendment For Council Expansion While Retaining At Large Elections

The charter amendment discussed in this item pertains to expanding the City Council’s size from five to seven members while retaining at-large elections. 

It would involve

  • Adopt a Resolution for a Special Election – The special election for this purpose is scheduled to be held on Tuesday, March 5, 2024, as called by Resolution No. 23-89.
  • Adopt a Resolution for Consolidation  – The City Council is also requested to adopt a resolution that asks the Board of Supervisors of the County of Orange to consolidate the special election, scheduled for March 5, 2024, with the statewide primary election that is to be held on the same date. 
  • Adopt a Resolution for Priorities and Impartial Analysis – This resolution also directs the City Attorney to prepare an impartial analysis. The written argument and impartial analysis are part of the information provided to voters to help them make informed decisions.
  • Budget Adjustment – The City Council is asked to approve a budget adjustment that allocates $15,000 for the special municipal election scheduled for March 5, 2024.

Agenda Item 4.4 – Consideration Of A Request By Vice Mayor Kim To Update The Hotel Worker Protection Ordinance

This agenda item is focused on discussing and potentially updating the Hotel Worker Protection Ordinance. It is primarily concerned with regulations and protections for hotel workers.

Agenda Item 4.5 and Item 4.6 are follow up items from the last City Council in regard to a Cell Tower located near Turtle Rock. The Items are a request for City Council discussions and directions changing cell tower setback minimums and discussing the non-renewal of leases on city-owned property with Los Angeles SMSA Limited Partnership and New Cingular Wireless PCS, LLC, respectively.
