City Council Agenda Highlights For May 9, 2023

Great Park Board Meeting
This meeting takes place at 2:00 pm in the Irvine City Council Chambers. A couple of presentations will be given to the Great Park Board during this meeting. One reviews the Botanical Garden Project Details and another which provides an overview of the Great Park Framework Development Communications Plan.
The main item on the agenda is a reduction of Tierra Vede Industries (TVI) footprint in the Great Park to facilitate the future development of the Flying Leatherneck Aviation Museum. The proposed reduction will include rent abatement to offset a portion of the relocation costs.

City Council Meeting
This meeting takes place at 4:00 pm in the Irvine City Council Chambers. There will be a presentation about the benefits of joining the Association of California Cities – Orange County. The item was placed on the agenda by Mayor Farrah Khan.
Agenda items 3.3 – 3.10 are mostly budgetary items, declarations, and approval of plans. Highlights include an installation of EV chargers at City Hall and proposed approval of tract maps for homes near Portola/Jeffrey.
Public Hearings:
The first hearing scheduled for 6:00 pm, will request input to help identify neighborhoods, other “communities of interest,” and other local factors that should be considered as “building blocks” when the drawing draft district maps.
The second hearing is on amendments to the zoning and traffic control due to recent amendments to the community parks plan.
The third hearing is in regard to the approval of up to $360 million in bonds for the creation of the Gateway Preserve and All American Asphalt Acquisition Financing.
Council Regular Business:
Item 5.1 deals with language adjustments for Ordinance No 23-07, the City of Irvine Building Electrification Ordinance.
Item 5.2 is a consideration of a request from Councilmember Agran to review the current Urban Forestry Plan, to possibly develop a comprehensive Urban Forest Management Plan, and identify funding sources and opportunities to plant a half million more trees in Irvine
Item 5.3 is a consideration of a request from Councilmember Agran for Irvine to support California Senate Bill 381 which authorizes a study on best practices for improving the safety and use of electric bicycles and similar vehicles.
Item 5.4 is a consideration of a request from Mayor Khan to rejoin the Association of California Cities – Orange County. This is linked to the first presentation that will be given earlier in the council meeting
Item 5.5 is a consideration of a request from Councilmember Treseder to discuss the Solarize Irvine Program. She requests that a presentation from the OC Goes Solar team be placed at a future council meeting, to discuss the feasibility of providing an additional $150,000 of funding to the Solarize Program, possiblely offering free permits for homeowners to install solar panels, and for the City to officially endorse the Solar On Multifamily Affordable Housing (SOMAH) program to increase its visibility.

Irvine Facilities Financing Authority Meeting
The meeting is scheduled for 4:00 pm in the Irvine City Council Chambers.
The main item here is the approval of approximately $360 million of revenue bonds to facilitate the creation of the Gateway Preserve and The All American Asphalt Plant Acquisition Financing.
The proposed bond issuance will finance the purchase of the AAA Plant including capitalized interest, cost of issuance, insurance, and entitlement costs. Based on market rates as of April 21, 2023, the bond issuance is estimated to be less than $330 million. The increased authority to issue an amount not to exceed $360 million is being requested to consider current interest rates and market fluctuations, which have demonstrated an increased level of volatility during the past few weeks.
