Agenda Item 1.2 – Annexation of the Amended and Restated Development Agreement (ARDA) transfer site into the Great Park.
Recommended Action: Adopt a resolution recommending that the City Council annex the amended and restated development agreement (ARDA) transfer site into the Great Park.
Agenda Item 2.1 – Approve the Great Park Master Plan and authorize staff to proceed with Phase 1 implementation
Recommended Action: Approve the Great Park Framework Plan and authorize staff to proceed with Phase 1 implementation
Agenda Item 2.2 – Consideration of a request by Director Agran to discuss the improvements (demo and clean-up) at the Great Park Amended and Restated Development Agreement (ARDA) site.

COUNCIL BUSINESS:
Agenda Item 6.1 – Status update regarding All American Asphalt (AAA) related to settlement discussions and relocation, engagement with special legal counsel, and steps necessary to condemn the site for public use.
Agenda Item 6.2 – Analysis related to the city’s ability to adopt and impose air pollutant standards in addition to and/or more stringent than those imposed by the South Coast Air Quality Management District.
Agenda Item 6.3 – Consideration of a request by Councilmember Agran to submit a proposed Charter Amendment to the voters on the 2022 General Municipal Election to expand the City Council from five to seven members and adopt district elections.
Recommended Action: Consider placing a measure on November 8, 2022, City of Irvine ballot for a proposed Charter Amendment, expanding the City Council from 5 members (a Mayor and four Councilmembers all elected at-large) to 7 members (a Mayor elected at-large and 6 Councilmembers elected from separate geographic districts).
Agenda Item 6.4 – Consideration of a request by Councilmember Agran to discuss the improvements (demo and clean-up) at the Great Park Amended and Restated Development Agreement (ARDA) site.
Recommended Action: Consider adopting a resolution to commence on-site improvements at the Great Park “ARDA” site.
