Consent Calendar

Item 3.2 – Commend Vice Mayor Anthony Kuo for outstanding public service

Item 3.7 – Initiation of Community Facilities District Formation Process for Heritage Fields El Toro, LLC Development [FivePoint]

The staff report reads, “A key precondition to most of the FPIA [Framework Plan Implementation Agreement] taking effect is the formation of an “Overlay Community Facilities District” (Overlay CFD). The Overlay CFD will replace the existing Great Park Community Facilities District (Great Park CFD) for those development districts where Heritage Fields development has not yet occurred.”

“These steps are merely the commencement of the process necessary to form the Overlay CFD. Under the Mello Roos Community Facilities Act (Government Code 53311 et seq.), formal City Council action to complete those steps would be scheduled for the second City Council meeting in January.”

Resolution 2022-XX is “A resolution of the city council of the city of Irvine, California declaring its intention to incur bonded indebtedness for Improvement Area no. 12 of the City of Irvine Community Facilities District no. 2013-3(b) (Great Park) and for Improvement Area, no. 13 of the City of Irvine Community Facilities District no. 2013-3(b) (Great Park)

Additional $2 Billion in Bond Debt (CFD’s) for Great Park Residents

The proposed resolution states the following:

“WHEREAS, the City Council estimates the amount required for the acquisition and/or construction of the Facilities and Services in Improvement Area No. 12 to be the sum not to exceed Five Hundred Million Dollars ($500,000,000); and”

“WHEREAS, the City Council estimates the amount required for the acquisition and/or construction of the Facilities and Services in Improvement Area No. 13 to be the sum not to exceed One Billion Five Hundred Million Dollars ($1,500,000,000)”
