Great Park Residents Wait on Agran, Khan, and Kim to Deliver On Campaign Promise of Advisory Committee
Great Park residents have been asking for representation in light of their special CFD taxation — a special tax only Great Park residents are responsible for.
At the 2020 Irvine City Council Candidate Forum held by Irvine Watchdog, the candidates were asked the following (watch the entire forum here):
On April 13, 2021, Councilmember Larry Agran circulated a Memo to all Councilmembers requesting a “discussion to establish a Great Park Community Advisory Committee” for the Orange County Great Park Board (OCGPB) meeting on April 27, 2021. Councilmember Tammy Kim seconded this Memo as highlighted below. There was no support for the Memo from Mayor Khan.
However, the item did not appear on the April 27, 2021 meeting agenda. Councilmember Agran’s website, which provides all the Memos he has circulated to the City Council, noted,
“On April 14, 2021, Vice Mayor Tammy Kim requested her second signature be removed. As such, this item was not put on the Council Agenda.”
Without Kim’s support, the item could no longer be formally discussed at the OCGPB meeting.
On May 25, 2021, after seconding Agran’s Memo above, Councilmember Kim took aim at Agran, saying if he wanted support to place items important to him on the agenda, he needed to communicate better. Kim further stated, “He has never once reached out to me. I thought we were on the same team here, but I don’t know.” Voice of OC | Biesiada
The public is left with questions:
- With unequivocal support from Agran, Khan, and Kim during the Irvine Watchdog Candidates Forum, why did Agran not receive support for putting this item on the agenda?
- Why did Kim retract her support for Agran’s Memo after initially supporting it?
- If Khan or Kim are truly in favor of an Advisory Committee, they could advance the issue independently of Agran. Will they?

June 10, 2021 at 10:32 amYes indeed…..we are left in the dark wondering why the Great Park Advisory Committee proposal has not appeared on the Great Park Board meeting agenda.
Our City Council and Great Park Board meetings have shown lack of transparency with regards to agenda items and their attachments, meetings have been conducted in a manner that violated the Brown act, and 4 of our Councilmembers are intentionally using the 2 Councilmember agenda setting requirement to prevent Councilmember Agran from placing items known to be of community concern on business meeting agendas. This is of particular concern because Councilmember Agran appears to be the ONLY Councilmember who has been willing to address residents’ concerns. Our issues and concerns, therefore, are being ignored by our City Council; they are not being addressed.
It is abundantly clear that we have a dysfunctional City Council and Great Park Board of Directors.
Inquiring minds want to know:
1. What is the purpose of ignoring Councilmember Agran’s agenda item requests and refusing to address residents’ concerns?
2. Where is the oversight…..why hasn’t the City Attorney and Acting City Manager intervened?
3. What is going on?
