Sean Joyce to Return as Irvine’s City Manager
Sean Joyce is slated to return to serve as Irvine’s City Manager on August 10, 2026. Outgoing City Manager Sean Crumby will leave the city on August 14, 2026. At the upcoming City Council meeting on July 28, the Council will have the opportunity to approve a one-year term for Joyce. See: Request for City Council Action
Joyce is a municipal management veteran who has served in the public sector for over 35 years. He has familiarity with Irvine as both a longtime resident and his service as the city manager from 2005 to 2018. Joyce’s previous experience includes service as Interim City Manager at the cities of South Pasadena, Huntington Beach, San Clemente, Laguna Beach, and Cypress.
Current City Manager Sean Crumby came to Irvine in April 2023 to serve as Director of Project Delivery and Sustainability to work under then City Manager Oliver Chi. Crumby was promoted to Assistant City Manager in December 2024, and then became Interim City Manager last July after Chi left Irvine for the City Manager position in Santa Monica.
Joyce will be stepping in at a time when Irvine is facing a budget deficit of $6 million in the current fiscal year, which has been attributed to growth in city staff and salaries.
