Improving Irvine’s Traffic Circulation

Agenda Item 1: Project Report for the Culver Drive and Alton Parkway Intersection Improvement Project
With the goal of reducing traffic congestion and improving the circulation at the Culver Drive and Alton Parkway intersection the following improvements are proposed:
- On Culver add a northbound through lane.
- On Culver convert the right lane into a regular right lane with a complete signalized intersection and remove the island.
- Add a new bus stop.
- Extend Culver east and west bound left hand turn pockets
- Landscape, drainage, lighting and other improvements.

Agenda Item 2: Project Report on Harvard Avenue and Michelson Intersection Improvement Plan
With the goal of reducing traffic congestion and improving traffic circulation as well as improving pedestrian and bicycle traffic at the Harvard and Michelson intersection the following improvements are proposed.
- On Harvard, lengthen north bound left hand turn lane.
- On Harvard, provide additional south bound right hand turn lane.
- On Harvard add a send south bound left turn lane.
- Expand bicycle lanes on South Bound Harvard and west bound Michelson.
- Adding 10 feet off Street shared pedestrian and bicycle pathways on west side of south bound Harvard and on south side of east bound Michelson.
- Install high visibility ladder-style crosswalks markings at each leg of the intersection.
- Remove right hand turn lane that goes into Irvine Lanes and turn it into a buffered bicycle lane.

Agenda Item 3: Update Regarding the 2016 Citywide Traffic Operation and Traffic Management Study
The report describes the progress on addressing the recommendations provided by the study which include:
1. Blinking yellow left hand turn signals (yield signal): Five locations were located for placing flashing yellow left hand turn signals. Post installation studies show Level Of Service (LOS) has improved for vehicles on side streets during peak hours. The projects appear to be doing well with only one accident caused by a car turning left when a pedestrian was crossing the intersection correctly. The flashing yellow left hand turn signals are located:
a. Florence at Culver
b. Odyssey at Irvine Center Drive
c. Tesla at Irvine Center Drive
d. Oldfield at Rockfield Blvd.
e. Towngate and Sand Canyon
2. Signal synchronization: Citywide signal coordination with Caltrans to improve signal timing and traffic progression at major roadway intersections traversing freeway ramp areas. Caltrans upgraded their equipment to allow synchronization at road segments near the I 405 and the I 5 freeways at Jamboree, Jeffrey and Sand Canyon
3. Improvements on signal detection of pedestrians and bicycles: The signal systems can detect and differentiate between vehicles and bicycles. The pilot project on developing the equipment to detect and differentiate pedestrian traffic is being accelerated.
4. Expanded I-Shuttle service. The city of Irvine has entered into an agreement with OCTA to implement 2 new I-shuttle commuter routes operated by OCTA as an extension of the current I-Shuttle program.
