IBC Pocket Parks, City Council Policy and Procedure Meeting Changes, and Creation of a Charter Review Committee
Here are the key items of interest on the revised agenda for the Irvine City Council meeting on Tuesday, August 11, at 4:00p.m. Initially published on August 4, the agenda was updated on August 7.
Council Business
The City Council will be deciding on the following items. Remaining agenda items are proposed discussions.
The IBC is planned for substantial housing production to meet Irvine’s 23,610 Regional Housing Needs Allocation (RHNA). Originally zoned for industrial use, the revised high density/mixed use zoning, park development and access for the IBC has not kept pace and is imbalanced compared to other Irvine neighborhoods.
Councilmember Treseder requests that the City Manager direct staff to hire a consultant (with a funding cap of $300,000) to develop an IBC Pocket Parks and Greenspace Master Plan that assesses existing park access, analyzes projected residential growth, and identifies opportunities for new publicly accessible greenspace within Focus Area 1 of the Residential Mixed-Use Overlay.
5.3 City Council Policies and Procedures Review Subcommittee Recommendations
Councilmembers Go, Martinez-Franco, and Treseder are seeking Council approval for changes to certain City Council Policies and Procedures pertaining to City Council agenda and meetings. Changes are based upon sub-committee review and recommendations including:
- Councilmember agenda item submission deadlines
- Changing the order and timing of non-agendized public comments during City Council meetings
- New public comment procedures
5.5 Consideration of a Request by Councilmember Go to Discuss Rebalancing of the Council Executive Assistant (CEA) Budget (removed from original agenda)
Councilmember Go is seeking a discussion to reallocate $1,000 a month of budgeted dollars from the CEA budget to Councilmember compensation. This would increase an individual Councilmember compensation from $880 a month to $1,880 a month. He is also asking for consideration in overall reduction or “rebalancing” of the CEA budget for next year with savings ranging from $266,000 to $791,000
Councilmember Liu is recommending the City create a standing committee to review the City Charter versus the current ad hoc committee structure. The Charter Review Committee would be subject to the Brown Act and would serve as a forum to study the Charter, engage residents, educate the public on proposed changes and advise the City Council.
