Public Participation at City Hall, Long Term Telecommuting for Irvine Staff & Businesses, and Reaffirming Irvine’s Commitment to Equity and Inclusion
On Tuesday, October 13, 2020 at 4PM, our Irvine City Council will be meeting for what could be the last time before Election Day.
Notables:
- There are 2 agenda items (5.2 and 5.3) that appear to be inconsistent with regards to recommended changes to city policies during the COVID-19 pandemic. We are currently in the COVID-19 red (substantial) stage. The City is considering opening City Hall for public participation in City Council and Commission meetings with social distancing, yet they are considering a resolution to comply with California Department of Public Health which would have staff and businesses telecommute during the pandemic through the yellow COVID-19 stage (minimal).
- Agenda item 5.4 requests a resolution to reaffirm Irvine’s commitment to diversity, equity and inclusion and to ensure racial and social justice.

Council Business
Agenda Item 5.1: COVID- 19 situational update and direction to Director of Emergency Services on relevant action items.
Agenda Item 5.2: Discussion of enhancement of public participation in City Council and Commission meetings during the COVID-19 pandemic. There will be a discussion, review, and direction to staff regarding the proposal to open City Hall to public participation in City Council and Commission meetings while social distancing.
Agenda Item 5.3: Mayor Shea requested a resolution encouraging telecommuting by city staff and businesses. The California Department of Public Health recommends telecommuting for city staff and businesses during COVID-19 stages of red (substantial which is current stage), orange ( moderate) and yellow (minimal). The resolution request states that telecommuting benefits residents and businesses as it reduces business operation costs, staff is more satisfied, staff is more productive, and there would be improved environmental quality due to reduction of greenhouse gasses resulting from decreased traffic.
Agenda Item 5.4: Councilmembers Khan and Fox submitted a request for a resolution that would reaffirm Irvine’s commitment to diversity, equity and inclusion. The request stated that they would like the City Council to reaffirm the “city’s mission to create and maintain a community where people can live, work and play in an environment that is safe, vibrant and encourages diversity of backgrounds and culture… and commit to looking for solutions that end disparity in city government and insure racial and social justice in (Irvine’s) outreach and civil engagement practices”.
